What is the UAE Golden Visa

The Golden Visa is a long-term residence permit in the UAE, granted for 5 or 10 years with automatic renewal. Unlike a standard residence visa, the Golden Visa does not require a sponsor (employer), allows you to live, work, and study in the UAE without restrictions, and enables you to sponsor family members — spouse, children of any age, and parents.

The program was launched in 2019 and significantly expanded in 2022 — the number of categories was increased and requirements relaxed. The Golden Visa is regulated by Federal Decree-Law No. 29 of 2021 on the Entry and Residence of Foreigners and UAE Cabinet Resolution No. 65 of 2022, which approved the Executive Regulations (u.ae — official UAE government portal).

Key advantage: The Golden Visa provides 10 years of stable residency in the UAE without needing an employer-sponsor. You are not required to be physically present in the UAE — the visa is not cancelled for absences of more than 6 months (unlike a standard residence visa).

7 Golden Visa Categories — Who Can Qualify

According to official information from ICP — Federal Authority for Identity, Citizenship, Customs and Port Security, the Golden Visa is available in 7 main categories.

1. Public Investment Investors — 10 Years

Requirement: a deposit of at least AED 2,000,000 (≈ $545,000) in an approved UAE investment fund, or investment in a business with a capitalization of AED 2M+.

Duration: 10 years, renewable.

Documents: letter from an approved investment fund confirming the deposit; passport copy; medical insurance (ICP — Required Documents).

2. Real Estate Investors — 10 Years

Requirement: purchase of real estate in the UAE worth at least AED 2,000,000. You can buy one property or multiple, if the combined value reaches the threshold. Mortgages are allowed, but at least AED 2M of equity must be paid off to qualify.

Duration: 10 years (changed in 2022, previously 5 years).

Documents: Title Deed (issued by DLD — Dubai Land Department or equivalent in other emirates); property valuation from a DLD-accredited appraiser (GDRFA Dubai).

Important: Real estate located outside the UAE does NOT qualify for the Golden Visa. The investment must be in property located within UAE territory.

3. Entrepreneurs — 5 Years

Requirement: ownership of an innovative or technical project valued at no less than AED 500,000 (≈ $136,000). The project must be recognized as innovative by competent UAE authorities or a business incubator.

Documents: letter from a certified auditor confirming project value; letter from a competent authority or business incubator (u.ae — Golden visa categories).

4. Skilled Professionals — 10 Years

Requirements (one of):

Duration: 10 years.

Documents: employment contract specifying salary; income certificate; educational documents (diploma, legalized and translated); practicing license (if applicable).

5. Outstanding Talents — 10 Years

Categories: doctors, scientists, inventors, creatives in culture and arts, executives, athletes, PhD holders.

Requirement: recommendation from a competent UAE authority (e.g., Ministry of Education, Ministry of Culture, Sports Council). For inventors — a patent registered with the UAE Ministry of Economy or an international patent application.

Documents: recommendation letter; proof of achievements (publications, awards, patents, certificates) (ICP — Outstanding Talents).

6. Content Creators and Digital Nomads — 10 Years

New in 2024–2025. The UAE extended the Golden Visa to professional content creators — bloggers, podcasters, streamers, influencers.

Requirement: proof of professional activity (platforms, subscriber count, content income). For digital nomads — income of at least $3,500/month from remote work outside the UAE.

7. Outstanding Students — 5–10 Years

Requirement: average grade of at least 98% (for school students) or GPA of at least 3.8 (for university students) at UAE universities or top-100 global universities.

Duration: 5 years for school students, 10 years for students at top universities.

To obtain a UAE Golden Visa, Russian citizens need to prepare a set of documents issued in Russia. The UAE is not a party to the 1961 Hague Convention, so all Russian documents require full consular legalization (not an apostille!).

Consular Legalization Procedure for the UAE

Since the UAE is not a Hague Convention member, Russian documents go through the full chain:

  1. Notarized copy — a Russian notary makes a certified copy of the original
  2. Notarized translation — translation into Arabic or English, certified by a notary
  3. Ministry of Justice of Russia — certification of the notary’s signature (3–5 business days)
  4. Ministry of Foreign Affairs of Russia — certification of the Minjust stamp (3–5 business days, state fee 250 RUB)
  5. UAE Embassy in Moscow — final legalization (5–10 business days, consular fee $150–200 per document)
  6. MOFA UAE — certification by the UAE Ministry of Foreign Affairs (in the UAE, 153 AED for personal documents)

Since September 2025, the UAE transitioned to a digital attestation system. After legalization at the UAE Embassy in Moscow, the document is automatically registered in the MOFA digital system — a physical MOFA stamp is no longer required. Do I need to be physically present in the UAE?

No. One of the main advantages of the Golden Visa is the absence of a minimum-stay requirement. You can live outside the UAE indefinitely — the visa is not cancelled. This is different from a standard residence visa, which is cancelled after 6 months of absence.

Do I need an apostille on documents from Russia?

No. The UAE is not a party to the 1961 Hague Convention. Russian documents require full consular legalization: notarized copy → translation → Ministry of Justice of Russia → MFA of Russia → UAE Embassy in Moscow → MOFA UAE. An apostille is not placed on documents for the UAE.

Can I apply through an agency?
