UAE Golden Visa 2026: Complete Guide — Categories, Documents, Procedure
What is the UAE Golden Visa
The Golden Visa is a long-term residence permit in the UAE, granted for 5 or 10 years with automatic renewal. Unlike a standard residence visa, the Golden Visa does not require a sponsor (employer), allows you to live, work, and study in the UAE without restrictions, and enables you to sponsor family members — spouse, children of any age, and parents.
The program was launched in 2019 and significantly expanded in 2022 — the number of categories was increased and requirements relaxed. The Golden Visa is regulated by Federal Decree-Law No. 29 of 2021 on the Entry and Residence of Foreigners and UAE Cabinet Resolution No. 65 of 2022, which approved the Executive Regulations (u.ae — official UAE government portal).
Key advantage: The Golden Visa provides 10 years of stable residency in the UAE without needing an employer-sponsor. You are not required to be physically present in the UAE — the visa is not cancelled for absences of more than 6 months (unlike a standard residence visa).
7 Golden Visa Categories — Who Can Qualify
According to official information from ICP — Federal Authority for Identity, Citizenship, Customs and Port Security, the Golden Visa is available in 7 main categories.

New in 2024–2025. The UAE extended the Golden Visa to professional content creators — bloggers, podcasters, streamers, influencers.

Documents from Russia Required for the Golden Visa
To obtain a UAE Golden Visa, Russian citizens need to prepare a set of documents issued in Russia. The UAE is not a party to the 1961 Hague Convention, so all Russian documents require full consular legalization (not an apostille!).
Required Documents from Russia
| Document | Why needed | Legalization |
|---|---|---|
| Police clearance certificate | Mandatory for all categories | Consular legalization: MVD → Minjust → MFA → UAE Embassy |
| Diploma / degree certificate | For “Professionals” and “Talents” categories | Consular legalization: Minjust → MFA → UAE Embassy + notarized translation |
| Birth certificate | For sponsoring children | Consular legalization + translation |
| Marriage certificate | For sponsoring spouse | Consular legalization + translation |
| Employment record / employment letter | For “Professionals” category | Consular legalization + translation |
| Income statement / tax return | To prove AED 30,000+ salary | Consular legalization + translation |
| Power of attorney (if applying through an agency) | For representation in the UAE | Notarized POA + consular legalization |
Consular Legalization Procedure for the UAE
Since the UAE is not a Hague Convention member, Russian documents go through the full chain:
- Notarized copy — a Russian notary makes a certified copy of the original
- Notarized translation — translation into Arabic or English, certified by a notary
- Ministry of Justice of Russia — certification of the notary’s signature (3–5 business days)
- Ministry of Foreign Affairs of Russia — certification of the Minjust stamp (3–5 business days, state fee 250 RUB)
- UAE Embassy in Moscow — final legalization (5–10 business days, consular fee $150–200 per document)
- MOFA UAE — certification by the UAE Ministry of Foreign Affairs (in the UAE, 153 AED for personal documents)
Since September 2025, the UAE transitioned to a digital attestation system. After legalization at the UAE Embassy in Moscow, the document is automatically registered in the MOFA digital system — a physical MOFA stamp is no longer required. Data is available online to all UAE government authorities (MOFA UAE — Attestation).
Costs and Timelines
| Stage | Cost | Timeline |
|---|---|---|
| Notarized copy + translation | 1,500–3,000 RUB | 1 day |
| Ministry of Justice (Russia) | 2,500 RUB (state fee) | 3–5 business days |
| Ministry of Foreign Affairs (Russia) | 250 RUB (state fee) | 3–5 business days |
| UAE Embassy in Moscow | $150–200 per document | 5–10 business days |
| Total per document | ~20,000–30,000 RUB | 2–4 weeks |
Step-by-Step Golden Visa Application Process
Step 1. Determine Your Category
Assess which category you qualify for. The most popular for Russians:
- Real estate investor — buying an apartment/villa in Dubai from AED 2M
- Skilled professional — salary from AED 30,000/month
- Entrepreneur — startup from AED 500,000
Step 2. Prepare Documents from Russia
Gather all necessary documents and complete consular legalization. This can be done remotely — through Global Docs Pro, without personal presence in Russia.
Step 3. Buy Property / Start a Business / Get a Job Offer
For investors — buy real estate in the UAE worth AED 2M+. For professionals — get an employment contract with a salary of AED 30,000+. For entrepreneurs — register a project.
Step 4. Submit the Golden Visa Application
Application is submitted through:
- ICP (Federal Authority for Identity and Citizenship) — icp.gov.ae
- GDRFA Dubai (if the property is in Dubai) — gdrfad.gov.ae
- AMER centers (in Dubai)
- Accredited typing centers
Step 5. Medical Examination
In the UAE, a medical checkup is required: blood test (HIV, hepatitis B/C), chest X-ray. Cost ~350 AED.
Step 6. Obtain Emirates ID
After visa approval — apply for an Emirates ID (UAE resident identity card). Cost ~270 AED for 10 years.
Step 7. Get the Residence Visa Stamp in Your Passport
The final stamp is placed in the passport. Validity — 10 years (for investors and professionals) or 5 years (for entrepreneurs).
Total Cost of the Golden Visa — All Expenses
| Expense | Cost (AED) |

Important: This amount does NOT include the cost of real estate or investment. The AED 2,000,000 investment is a separate expense.
Family: Who You Can Sponsor
Under UAE Cabinet Resolution No. 65 of 2022, a Golden Visa holder can sponsor (MOFA UAE — press release):
- Spouse — no age restrictions
- Children — no age restrictions (previously: sons up to 18, daughters up to 25 — now removed)
- Parents — for 10 years
- Domestic workers — one per family member
Important: Each sponsored family member undergoes a separate medical examination and receives their own Emirates ID.
Frequently Asked Questions
Can I get a UAE Golden Visa without buying real estate?
Yes. The Golden Visa is available not only to real estate investors, but also to skilled professionals with a salary of AED 30,000+, entrepreneurs with a project valued at AED 500,000+, PhD holders, doctors, engineers, as well as content creators and digital nomads.
Do I need to be physically present in the UAE?
No. One of the main advantages of the Golden Visa is the absence of a minimum-stay requirement. You can live outside the UAE indefinitely — the visa is not cancelled. This is different from a standard residence visa, which is cancelled after 6 months of absence.
Do I need an apostille on documents from Russia?
No. The UAE is not a party to the 1961 Hague Convention. Russian documents require full consular legalization: notarized copy → translation → Ministry of Justice of Russia → MFA of Russia → UAE Embassy in Moscow → MOFA UAE. An apostille is not placed on documents for the UAE.
Can I apply through an agency?
Yes. You can issue a notarized power of attorney to a representative in Russia (for document legalization) and to a representative in the UAE (for visa application). A POA from abroad is issued through a Russian consulate or a local notary with subsequent consular legalization.
How long does the entire process take?
- Document legalization from Russia: 2–4 weeks
- Buying property / getting a job offer: 1–4 weeks
- Golden Visa submission and approval: 2–4 weeks
- Medical exam + Emirates ID: 1–2 weeks
- Total: 1.5–3 months from start to getting the visa stamp in your passport
Does the Golden Visa give the right to work in the UAE?
Yes. The Golden Visa grants the right to live, work, and study in the UAE without any restrictions. A separate work permit is not required.
Can I buy property with a mortgage?
Yes, but to qualify for the Golden Visa, the equity (paid-off portion) must be at least AED 2,000,000. If you bought a property for AED 3M but paid off only AED 1.5M, the threshold is not met.
