What Is Document Legalization and Why Is It Needed in Germany
Document legalization is the procedure for granting legal validity to Russian official documents on the territory of the Federal Republic of Germany. If you have moved to Germany or are planning to relocate, German authorities (Ausländerbehörde, Standesamt, Bürgeramt, Arbeitsagentur, universities) will not accept Russian documents without prior verification and confirmation of their authenticity.
Since both Russia and Germany are parties to the 1961 Hague Convention, the **Apostille** is the main form of legalization between the two countries. This significantly simplifies the process compared to consular legalization, which is required for countries that are not parties to the Convention. The apostille is affixed by the competent Russian authority and is recognized by German authorities without additional consular certification.
However, an apostille alone is often not enough. German authorities generally require that the document also be translated into German by a **sworn translator** (vereidigte/r Übersetzerin). Only a translation by such a translator will be accepted by German offices. In some cases, notarial certification of copies or translations is also required.

The Legalization Process for Germany — Step by Step
The complete legalization of a Russian document for Germany consists of several consecutive phases. Each phase has its own timelines, requirements and specific features. If a phase is skipped or an error is made, the German authority will reject the document and the entire process must be started again. This is why many clients entrust legalization to professionals.
1. Obtaining the Original Document
If you do not have the original document or it is damaged (laminated, illegible stamps, etc.), we will help you request a duplicate from the competent Russian authority — ZAGS, court, university, Ministry of Internal Affairs or another authority. A notarized power of attorney for our representative is required. We prepare a power of attorney template and explain how to issue it correctly from abroad. Please note: a duplicate is issued only on the current form.
2. Issuance of the Apostille
The obtained document is forwarded to the competent authority for apostille issuance. For ZAGS documents, this is the regional ZAGS; for educational documents, the regional education department; for court documents, the regional court. We know exactly which authority is responsible for each document type — this eliminates errors and delays.
3. Translation into German
The apostilled document is translated into German by a sworn translator (vereidigte/r Übersetzerin). The translator issues a translator's certificate (Übersetzererklärung) confirming the accuracy and completeness of the translation. 4. Review and Photo Confirmation
Before shipping, we photograph all completed documents — original with apostille, translation with certificate — and send you the photos for review. You verify that everything is correct, and only after your confirmation do we dispatch the documents by courier.

Apostille or Consular Legalization — What Is Needed for Germany
This is one of the most common questions from our clients. The answer depends on the document type and the specific requirements of the German authority, but the basic rule is: since Germany signed the 1961 Hague Convention, an apostille is sufficient for the vast majority of documents. Consular legalization through the embassy or consulate is not required.
The apostille is a square stamp (or sticker) with standardized features, affixed to the original document or on a separate sheet attached to the document. It confirms the authenticity of the signature, the capacity of the person who signed the document and the seal with which the document is affixed. Once the apostille is issued, the document is ready for translation and use in Germany.
Processing time for an apostille in Russia varies depending on the document type, region and competent authority. Moscow and St. Petersburg typically process requests faster than more remote regions. Important: An apostille is not issued on: laminated documents; documents with strikethroughs, damage or illegible stamps; outdated forms (e.g. old 'green booklets' of birth certificates). In these cases, a duplicate is issued on the current form.

Translations for German Authorities
Translation is no less important a step than the apostille. German authorities impose strict requirements on translations. The translation must be made by a sworn translator whose qualifications are confirmed by a decision of a German court (vereidigte/r Übersetzerin). The translator issues a special certificate (Übersetzererklärung) with their details and the court case number for the granting of their status.
