Documents are issued by different Israeli authorities depending on the type. The Ministry of Interior (Misrad HaPnim / משרד הפנים) issues birth, name change and marital status certificates. The Chief Rabbinate (HaRabanut HaRashit / הרבנות הראשית) performs marriages and issues marriage certificates for Jews; divorces are handled by the Rabbinical Court (Beit Din Rabani / בית דין רבני). For Muslims, equivalent functions are performed by Sharia courts; for Christians — by church institutions. Marriage certificate (Teudat Nisuin / תעודת נישואין)
In Israel, marriages are performed by religious institutions: for Jews — by the Chief Rabbinate (HaRabanut HaRashit), which issues the marriage certificate (ketuba / כתובה). For Muslims — by the Sharia Court (Beit Din Sharia / בית דין שרעי), for Christians — by the church with subsequent registration at the Ministry of Interior. Divorce certificate (Teudat Girushin / תעודת גירושין)
Issued by the Rabbinical Court (Beit Din Rabani) for Jews in the form of a get (גט). For Muslims — by the Sharia Court. Contains data on the dissolution of marriage, date and place, data of the former spouses. Required for remarriage abroad, name change, immigration, confirming divorced status in inheritance and division of property abroad.
Name change certificate (Teudat Shinui Shem / תעודת שינוי שם)
Issued by the Israeli Ministry of Interior. Contains previous and new full name, date of change, basis (decision of the Ministry of Interior or court). Required for updating passports and documents of other countries, for identity confirmation in immigration procedures, for inheritance and property matters, for banking and notarial transactions abroad.
Marital status certificate (Teudat Maamad Mishpachti / תעודת מעמד משפחתי)
Issued by the Israeli Ministry of Interior. Confirms current civil status (single/married/divorced/widowed). In some countries it is required instead of a marriage or divorce certificate — for example, for registering a marriage at a consulate, for a residence permit by family reunification. Has a limited validity period — usually 3-6 months.
Police clearance certificate (Teudat Yuchar Plishi / תעודת יושר פלילי)
Issued by the Israel Police (Mishterat Yisrael) through the Ministry of Interior. Contains information on the presence or absence of criminal records and prosecutions under Israeli law. Required for visas, residence permits, citizenship, employment, obtaining licenses in third countries. Validity — 3 months for most countries (Germany, Spain, UAE), 6 months for Italy, up to 2 years for US immigration.
What Israeli documents are needed for
Israeli official documents are required in a variety of situations — primarily for immigration to third countries after residing in Israel. Below are the main cases when these documents are necessary.
Residence permit in Germany
The Ausländerbehörde requires a police clearance certificate and civil status certificates from each country where the applicant has lived for more than 6 months in the last 10 years. If you lived in Israel — an Israeli police clearance certificate with apostille and sworn translation into German (vereidigte/r Übersetzer/in) will be required. Validity for Germany — 3 months from the date of issue.
Residence permit in Spain
The Oficina de Extranjería requires a clearance certificate and certificates for residencia, student visa and family reunification visa. Documents from Israel must be with apostille and translated by a sworn translator (traductor jurado) into Spanish. Validity for Spain — 3 months.
Visa and residence permit in Italy
The Sportello unico per l’immigrazione requires an Israeli police clearance certificate for permesso di soggiorno, work visa and family reunification visa. The document must be with apostille and translated by a sworn translator (traduttore giurato). Validity for Italy — 6 months.
Repatriation (aliyah) and immigration to the USA
USCIS and the US Department of State require a police clearance certificate from each country where the applicant has lived for more than 6 months since age 16. The Israeli certificate must be with apostille and translated by a certified translator. For US immigration purposes, the certificate is valid up to 2 years (since 15.06.2021) per 9 FAM 504.4-4(A).
Visa, residence permit and work in the UAE
The UAE Ministry of Interior, GDRFA and ICP require a clearance certificate for a residence visa, Emirates ID and employment. The UAE is not a party to the Hague Convention, so consular legalization is required on the Israeli document: Israeli apostille → certification at the Israeli MFA → certification at the UAE embassy in Tel Aviv. Validity for the UAE — 3 months.
Residence permit and citizenship in Russia
The Russian Main Directorate for Migration of the Ministry of Interior requires an Israeli police clearance certificate for a Russian residence permit for those who have previously lived in Israel for more than 6 months. The document must be with apostille and translated into Russian with notarial certification. Validity for a Russian residence permit — 3 months from the date of issue.
Work and residence permit in China
The Chinese Entry-Exit Administration requires a clearance certificate for a work visa (Z), work permit (Foreigner’s Work Permit) and residence permit. China joined the Hague Convention on 7 November 2023 — now an apostille is sufficient for China, consular legalization is no longer required. The document must be translated into Chinese and notarially certified.
Marriage abroad and adoption
Many countries require civil status certificates from each country of residence when registering a marriage with a foreigner, as well as for adoption. If one of the spouses has previously lived in Israel, an Israeli marriage/divorce certificate with apostille and translation may be required. The same applies to adoption — the guardianship authority of the destination country requests documents from all countries of residence for the last 5-10 years.
How we obtain Israeli documents
The process of obtaining Israeli documents with apostille consists of seven stages. We go through all stages for you — you do not need to be in Israel or personally contact any authorities. The entire process is managed remotely through a power of attorney and digital communication.

2. Power of attorney (yipui koach). To obtain documents from Israeli authorities through our representative (Israeli attorney), an Israeli notarized power of attorney is required. We coordinate the text of the power of attorney with an Israeli attorney-notary (notary) — we list the powers to obtain specific certificates from the Ministry of Interior (Misrad HaPnim), Rabbinate (HaRabanut), Police (Mishterat Yisrael), the apostille at the Ministry of Justice (Misrad HaMishpatim) or MFA (Misrad HaChutz), and translation if required. The power of attorney is executed by an Israeli attorney through our partner in Tel Aviv (you only need to send a copy of your passport) or at an Israeli consulate in your country.
3. Submission of the request to the authority. Our representative — an Israeli attorney — submits the request to the Ministry of Interior, Rabbinate or Police with the power of attorney, a copy of the passport and the necessary documents. The authority checks the information against the population registry databases and produces the document with the official seal. Processing time — from 2 to 7 business days depending on the document type.
4. Apostille. After receiving the document, we submit it for apostille to the competent Israeli authority: the Ministry of Justice (Misrad HaMishpatim) apostilles judicial and notarial documents, the Ministry of Foreign Affairs (Misrad HaChutz) — documents of the Ministry of Interior and other official bodies. Israel has been a party to the Hague Convention since 14 August 1978, so the Israeli apostille is recognized in all member states (over 125 countries). Apostille processing time — 5-10 business days.
5. Sworn translation (targum musmach). Depending on the destination country, the apostilled document may require translation into the country’s language. For Germany — sworn translation into German (vereidigte/r ÜD), for Spain — by a sworn translator (traductor jurado), for Italy — traduttore giurato, for Russia — notarially certified translation into Russian, for other countries — sworn translation in Israel with notarial certification.
6. Photos and verification. We photograph the ready document with the apostille (and translation, if ordered) and send it to you for verification. You confirm that your details are correct — full name in Latin and Hebrew, date of birth, passport number, teudat zehut (if any) — and that the apostille is affixed correctly.

Apostille or consular legalization — what your document needs
Like any official document from Israel, certificates and clearances require legalization for use abroad. The type of legalization depends on the country where you are presenting the document.
For countries party to the 1961 Hague Convention (Russia, Germany, Spain, Italy, France, the USA, the UK, Japan, Australia, Canada (since 11.01.2024), China (since 07.11.2023) and over 125 other states), an apostille is sufficient. Israel has been a party to the Hague Convention since 14 August 1978. The apostille on Israeli documents is affixed by the Israeli Ministry of Foreign Affairs (for documents of the Ministry of Interior and other state authorities) or the Ministry of Justice (for judicial and notarial documents). For countries that have not signed the Hague Convention (the UAE, Qatar, Kuwait, Egypt, Iraq and others), consular legalization is required — a multi-stage process: Israeli apostille → certification at the Israeli MFA → certification at the destination country’s embassy in Tel Aviv. Important: The police clearance certificate and marital status certificate from Israel have a limited validity period. In most countries they are accepted within 3-6 months from the date of issue. Take this into account when planning — it is better to order the document closer to the submission date at the destination country’s authority.
What data Israeli documents contain
Israeli certificates and clearances issued by state and religious authorities contain the following information:
- Applicant’s full name (in Hebrew and Latin, exactly as in the travel passport);
- Date and place of birth;
- Teudat Zehut (תעודת זהות) — Israeli ID number (9 digits);
- Passport number and citizenship;
- For marriage/divorce certificates — data of the other spouse, date and place of the event, name of the authority (Rabbinate, Sharia Court);
- For the police clearance certificate — information on the presence or absence of criminal records in Israel;
- Date of issue and name of the issuing authority (Misrad HaPnim, HaRabanut, Mishterat Yisrael) with the official seal.
If there are no records about the person, the certificate contains the wording: «אין רישום פלילי» (ein risum plili) — which translates as «no criminal record». This wording is the confirmation of the absence of a criminal record in Israel.
